HMP Bullingdon Criticised Over Handling of Deceased Prisoner’s Health

Healthcare practices at HMP Bullingdon, a prison facility near Bicester, have faced criticism following the death of a 27-year-old inmate, who passed away from multi-organ failure while in custody.

The Prisons & Probation Ombudsman (PPO) recently released a report casting doubt on the quality of care provided to the deceased prisoner during his time in custody. The report concluded that the level of care fell below community standards, highlighting shortcomings in healthcare staff’s response to his deteriorating health.

Upon arrival at the prison, the inmate informed healthcare personnel of his diagnosis of autoimmune hepatitis, a condition affecting the liver. He was scheduled to see the prison GP for complaints of jaundice, joint pains, and cramps. However, due to lengthy waiting times, he had to wait two-and-a-half weeks for his appointment.

A week later, a prison emergency care practitioner noted jaundice in the inmate’s eyes and observed a swollen and painful abdomen. Despite these concerning symptoms, it was determined that the inmate could wait for his scheduled appointment, albeit with the provision that he could be seen sooner if necessary.

Eventually, the prison GP referred the inmate to the hospital, where he was admitted to the intensive care unit at the John Radcliffe Hospital in Oxford before being transferred to London, where he later passed away.

The PPO’s report highlighted a critical failure in the response to the inmate’s deteriorating health, noting a lack of action to investigate the cause of his significant symptoms.

In response to the findings, Practice Plus Group, the organization responsible for delivering healthcare services at the prison, expressed condolences to the inmate’s family and acknowledged the need for improvement. A spokesperson for Practice Plus Group stated, “We accept the recommendations and have put in place a detailed action plan to address them, in parallel with our own clinical review of this very sad case of a young man with a serious health condition.”

The spokesperson emphasized the commitment to learning from such incidents to enhance the quality of services provided.

The report’s revelations have sparked concerns regarding the adequacy of healthcare provisions within the UK prison system. Calls for increased vigilance and improved protocols to safeguard the health and well-being of inmates have been amplified in the wake of this tragic incident.

As investigations continue and reforms are implemented, the case serves as a poignant reminder of the importance of maintaining rigorous standards of care within correctional facilities, ensuring that all individuals, regardless of their circumstances, receive the medical attention they require and deserve.
