But I do think when it gets to the level of a threat, it really is about attacking judicial independence, and that’s just not good for the system or the country."

Sullivan, who chairs the committee on judicial security, added that the protection of judges and federal courthouses is a top priority for the judiciary. He expressed concern over recent budget cuts to the U.S. Marshals Service, the agency responsible for providing security for federal courts and judges. Sullivan stressed that an independent judiciary is essential to the functioning of the U.S. government, which is premised on three independent branches.

"The reality is that there are a lot of folks who will respond and react perhaps inappropriately based on something they heard or read," he said. "I just think it’s important for everyone to be responsible in what they say about our process."

Protecting Judges and the Judiciary

In response to the growing threats against judges, the federal judiciary has taken steps to enhance security. The Vulnerability Management Program, established after the 2020 killing of the son of U.S. District Judge Esther Salas, provides security services to judges, their families, and retired judges. The program was created in response to the murder of Salas’ son, who was targeted after the judge’s personal information was found online. The program aims to protect judges by making it more difficult for individuals to find their personal information online.

The Judicial Conference’s annual report, released in late 2024, revealed that the Vulnerability Management Program provided services to over 1,700 judges, 114 retired judges, and 235 family members in the past year. The program reflects the judiciary’s commitment to safeguarding judges and ensuring that they can perform their duties without fear of violence or intimidation.
