Ukraine Must Cede Territory in Any Peace Deal, Rubio Says

U.S. Urges Ukraine to Consider Concessions for Peace with Russia
Secretary of State Marco Rubio emphasized on Monday that Ukraine would need to make territorial concessions to Russia as part of any potential agreement to end the ongoing war. Rubio made these comments while en route to Jeddah, Saudi Arabia, where he was set to meet with senior Ukrainian officials. His remarks came just 10 days after a tense meeting at the White House between President Trump and Ukrainian President Volodymyr Zelensky. The Trump administration had halted military aid to Ukraine following that meeting, which centered on President Trump’s refusal to include security guarantees in a proposed deal related to Ukraine’s natural resources.

Rubio stressed the importance of Ukraine being prepared to make difficult decisions to bring the conflict to an end. “The most important thing that we have to leave here with is a strong sense that Ukraine is prepared to do difficult things, like the Russians are going to have to do difficult things to end this conflict or at least pause it in some way, shape or form,” Rubio told reporters. While he did not outline a specific framework for a potential agreement, he made it clear that concessions from both sides would be central to any diplomatic progress.

No Military Solution in Sight
Rubio also emphasized that neither side could achieve a decisive military victory in the conflict. “I think both sides need to come to an understanding that there’s no military solution to this situation,” he said. He noted that Russia cannot conquer all of Ukraine, just as it would be nearly impossible for Ukraine to push Russian forces back to their pre-2014 positions in a reasonable timeframe. Rubio added that future diplomatic efforts with Moscow would need to focus on understanding what Russia might be willing to concede. “We don’t know how far apart they truly are,” he remarked.

U.S. Continues to Support Ukraine Defensively
Despite the halt in military aid, Rubio assured that the United States was still providing Ukraine with critical intelligence to defend itself against Russian attacks. He also clarified that there had been no threat to Ukraine’s access to Starlink, the satellite internet service provided by Elon Musk’s SpaceX, which has been crucial for Ukraine’s communication and defense systems. However, Rubio indicated that the resumption of military assistance could depend on Ukraine’s commitment to seeking peace. “I can assure you this, we will not be providing military aid to the Russians,” he said, reaffirming U.S. support for Ukraine.

Economic Pressure on Russia Remains a Key Strategy
While the U.S. has been urging Ukraine to consider concessions, President Trump has simultaneously threatened to impose additional sanctions on Russia in response to its continued military aggression. Rubio explained that these measures aim to demonstrate that the U.S. still has leverage to pressure Russia into returning to the negotiating table with Ukraine. He also hinted that Tuesday’s talks in Jeddah would likely avoid discussing President Trump’s controversial proposal involving Ukrainian natural resources, which he had described as a form of compensation for U.S. military support since Russia’s full-scale invasion in 2022.

A Path Forward for Diplomacy
Rubio’s visit to Jeddah and his meetings with Ukrainian officials underscored the U.S. effort to broker a path forward in the conflict. While the talks were not expected to yield immediate results, they represented a critical step in assessing the willingness of both Ukraine and Russia to compromise. Rubio made it clear that the U.S. would continue to play a mediating role, even as it balanced its own strategic interests and the need to maintain pressure on Russia. For now, the focus remains on encouraging diplomacy while ensuring Ukraine has the resources it needs to defend itself.
