Government in Discussions with TikTok to Restore Blocked Media Accounts

The Malaysian government is currently engaged in talks with the popular social media platform TikTok to resolve the issue of 18 media accounts being blocked. According to Communications Minister Fahmi Fadzil, these accounts were suspended due to TikTok’s artificial intelligence (AI) moderation system. Among the affected accounts are those of major Malaysian news outlets, including Bernama, the national news agency, and Buletin TV3, a prominent television news channel. As of Monday afternoon, the ban remained in place, highlighting the urgency of the situation.

The Incident Behind the Ban: Alleged Sexual Assault at a Mosque

The suspension of these media accounts is linked to their coverage of a disturbing incident that took place last Friday (February 21) at a mosque in Batang Kali, Selangor. The incident involved an alleged sexual assault of a young girl, and videos related to the case quickly went viral over the weekend. The footage, captured by closed-circuit television (CCTV), shows a man entering the women’s prayer area and attempting to carry the girl away unnoticed. The suspect, a 19-year-old individual, is currently under a seven-day remand to assist police with their investigation.

AI Moderation: A Double-Edged Sword

Minister Fahmi Fadzil pointed out that the root of the problem lies in TikTok’s AI moderation system. While AI is designed to filter out inappropriate content, it sometimes overreaches and fails to distinguish between content produced by media organizations and that created by ordinary users. Fahmi emphasized that media reporting on serious issues, such as sexual assault, should not be treated the same as content shared by individuals. He made these remarks during the launch of the “AI in the Newsroom” program, organized by Bernama in Kuala Lumpur, underscoring the importance of understanding the limitations of AI in content moderation.

Implications for Freedom of the Press and Public Awareness

The blocking of these media accounts raises significant concerns about freedom of the press and the public’s right to be informed. Media organizations play a crucial role in reporting on sensitive issues, including crimes like sexual assault, as they bring important stories to light and hold those in power accountable. By banning these accounts, TikTok’s AI system inadvertently hindered the dissemination of critical information, potentially undermining public awareness and trust in the media. This incident highlights the challenges of balancing content moderation with the need for transparent and accurate reporting.

The Ongoing Investigation and Legal Ramifications

The case in question is being investigated under Section 14 of the Sexual Offences Against Children Act 2017, which carries serious legal consequences for those found guilty. The authorities are taking the matter seriously, as evident from the suspect’s seven-day remand. However, the viral nature of the incident has also sparked widespread public concern and discussion about safety in public spaces, particularly in areas traditionally considered safe, such as places of worship. The investigation is still ongoing, and authorities are urging the public to allow the legal process to unfold without interference.

Call for TikTok to Restore Accounts and Provide Clarity

In response to the situation, the Malaysian government has formally requested TikTok to restore the blocked accounts and provide a clear explanation for the ban. Minister Fahmi Fadzil stressed the importance of collaboration between the government, media organizations, and social media platforms to ensure that such incidents are handled appropriately in the future. This call for accountability reflects the growing need for transparency in AI-driven content moderation and the importance of preserving the balance between free expression and responsible reporting. As the situation continues to unfold, all eyes are on TikTok to see how they will address this issue and prevent similar occurrences moving forward.
